The Government of Assam, led by Chief Minister Dr. Himanta Biswa Sarma, introduced the Chief Minister’s Atmanirbhar Asom Abhijan (CMAAA) in a cabinet meeting held on 12th September 2023. This initiative aims to encourage entrepreneurship and self-employment among the youth of Assam, offering them financial and policy support to become self-reliant and contribute to the state’s socio-economic development.

Objective of the Scheme:

The Chief Minister’s Atmanirbhar Asom Abhijan (CMAAA) seeks to tackle unemployment and foster inclusive growth in Assam. By providing youth with self-employment opportunities, the initiative is geared towards creating a self-sustaining entrepreneurial ecosystem that promotes economic prosperity. It is a step towards empowering individuals while contributing to the overall progress of the state.

The scheme targets 2 lakh eligible beneficiaries over the next two years: 1 lakh in FY 2023-24 and 1 lakh in FY 2024-25. The second phase of the registration process began on 18th October 2024.

Objectives of Atmanirbhar Asom Scheme:

The primary aim of the scheme is to provide a robust foundation for self-reliance among unemployed youth. The government focuses on enabling youth to undertake income-generating activities by providing:

  1. Self-employment opportunities to educated youth.
  2. Creation of an entrepreneur-friendly ecosystem in Assam.
  3. Employment generation through the setup and growth of new and existing ventures, both in rural and urban areas.
  4. Financial support to individuals or groups for initiating new economic activities or expanding existing enterprises.
  5. Strengthening the rural economy by focusing on rural areas.

Eligibility Criteria:

Applicants must fulfill the following criteria to be eligible for the scheme:

  1. CMAAA 1.0: The applicant should not have been a beneficiary of CMAAA 1.0.
  2. Residency: The applicant must be a permanent resident of Assam.
  3. Age: Applicants should be between 28 to 45 years old as of 1st April 2024.
  4. Educational Qualification:
    • Non-Professional Courses:
      • General Category: At least Class 10 passed.
      • OBC, SC, and ST Categories: Minimum Class 10.
    • Professional Courses:
      • Applicants should have a 4-year degree in fields like Engineering, Medicine, Agriculture, Veterinary, or Fishery.
  5. Skills: The applicant should possess skills, experience, or knowledge to undertake income-generating activities.
  6. Bank Account: The applicant should have an active account with a Scheduled Commercial Bank, opened before 1st April 2024.
  7. Loan Defaulter: Applicants must not have defaulted on loans from any scheduled commercial bank.
  8. Family: Only one member from any family can benefit under this scheme (family defined as husband, wife, brother, and sister).
  9. Employment Exchange Registration: Applicants must be registered with the Employment Exchange of Assam.

How to Apply for the Scheme:

Eligible applicants can apply online for the scheme starting from 18th October 2024. The process involves two stages: Registration and Application Submission.

Steps for Online Registration:

  2. Click on the “Online Registration Form” link, which will open a new page.
  3. Register using your basic details.
  4. After registration, click on the “Online Registration Form” link again to Log In.
  5. Fill in personal and educational details and upload necessary documents.
  6. Pay the registration fee according to your category and submit the form.
  7. After submission, an acknowledgment receipt will be generated.

Applicants who have previously signed up for CMAAA 1.0 (but were not beneficiaries) can use their old credentials to log in and apply.

Financial Assistance Details:

  • The financial assistance is a combination of government grants and interest-free loans, aimed at helping beneficiaries establish micro-enterprises or service units.
  • The loan provided will have to be repaid after 5 years.
  • Beneficiaries will receive assistance in two installments (₹2 lakh or ₹5 lakh), depending on their eligibility.

Skill-Based Training:

  • Selected beneficiaries must undergo 1 month of training in entrepreneurship, management, and accounting skills at selected educational and skill training institutions.
  • During this training, each beneficiary will receive a ₹10,000 stipend to support their learning.
