Mission Basundhara Overview
Mission Basundhara is a flagship initiative launched by the Government of Assam on 2nd October 2021 under the leadership of Chief Minister Dr. Himanta Biswa Sarma. The program, implemented by the Department of Revenue and Disaster Management, aims to streamline land revenue services and make them more accessible to citizens. The launch of the Mission Basundhara portal is expected to reduce the pendency of land record updates and provide a smooth, stress-free service experience without the need for citizens to visit revenue circle offices.
The mission seeks to achieve the goal of 100% digitization of land maps and the total integration of maps, land records, and registration under the Digital India Land Records Modernization Programme (DILRMP). Citizens will have access to real-time land records, ensuring transparency and efficiency in land-related services.

Components of Mission Basundhara
Mission Basundhara operates through three core components:
- Purification of Land Records in Mission Mode:
This component focuses on the systematic correction and updating of land records across Assam, ensuring accuracy and transparency. - Polygon Survey of Non-Cadastral Villages:
The mission aims to survey 672 non-cadastral villages, which will help grant land rights to indigenous landless people in these areas, as per the Land Policy of 2019. - Re-survey of Cadastral Villages Using Hybrid Methodology:
A re-survey of 18,789 cadastral villages across 27 districts will be conducted using hybrid methodologies. This will help clear titles and resolve discrepancies in land ownership.

Mission Basundhara provides various land-related services to the citizens of Assam through the official portal. These services are offered free of cost, ensuring easy access to land record-related information. The number of services has expanded with each phase of the mission:
- Phase 1: Initially launched with nine services.
- Phase 2: Introduced ten additional services.
- Phase 3 (Mission Basundhara 3.0): Added seven new services, further enhancing the portal’s utility for the citizens.

Services under Mission Basundhara 3.0
Mission Basundhara 3.0 offers a range of land-related services to the citizens of Assam, aimed at improving access to land records and ensuring better governance in land matters. Below are the services offered under Mission Basundhara 3.0:
- Settlement of Unsettled Erstwhile Bhoodan/Gramdan Lands:
This service confers ownership rights to occupancy tenants, allowing them to apply for acquiring ownership rights under the Assam (Temporary Settled Areas) Tenancy Act, 1971.

- Offering Reclassification Suits:
Landholders can apply for the reclassification of their land when its use changes, such as converting agricultural land to non-agricultural purposes (residential, commercial, etc.).

- End-to-End Digitalization of Annual Patta to PP Conversion with Rationalized Rates:
This service allows Annual Patta holders to convert their land into Periodic Patta (PP) by paying a rationalized premium, granting them long-term ownership rights.

- Limited Conversion of Tea Grant Land to Periodic Patta:

Services under Mission Basundhara 2.0
Mission Basundhara 2.0 provides additional services to settle land-related issues for various groups, including indigenous people and special cultivators. The services include:
- Settlement of Khas and Ceiling Surplus Land:
Settlement of government Khas and Ceiling Surplus land in occupation by indigenous landless people for homestead and ordinary purposes.

- Settlement of Occupancy Tenants:
Conferring ownership rights to occupancy tenants under the Assam (Temporary Settled Areas) Tenancy Act, 1971.

- Settlement of Special Cultivators (Tea, Rubber, Coffee):

Allows for the transfer of ownership to legal heirs upon the death of the landowner.

Converts allotment certificates to Periodic Patta after verifying possession.

- Visit the Mission Basundhara Portal.
- Register by creating an account (if not already done).
- Select the relevant service you wish to apply for.
- Fill in the required details and upload necessary documents.
- Submit the application form for processing.
How to Apply for Online Services at Mission Basundhara Portal:
To apply for land-related services under Mission Basundhara 3.0, follow the steps below:
- Scroll down to the “Important Web-Links” section on the official Mission Basundhara portal.
- Click on the “Online Application Form” link.
This will redirect you to the official portal for Mission Basundhara. - On the official portal, scroll down to the “List of Services” section.
Here, you will find a list of services available. Click on the “Apply Now” button next to the service you wish to apply for. - A pop-up window will appear asking you to enter your mobile number.
Enter your mobile number, receive the OTP (One Time Password), and verify it. - After successful login, you will see four sections:
- Land Details
- Applicant Details
- Documents
- Review & Submit
- Fill in the required details in the respective sections.
- After completing all the sections, click on the Submit button to finalize your application.
- Your application will be submitted for further processing.
