The Ishan Uday Scholarship Scheme is a special initiative by the University Grants Commission (UGC) to promote higher education for students from the North Eastern Region (NER) of India. It aims to provide financial assistance to students from economically weaker sections, encouraging them to pursue general, technical, and professional courses.

Objectives of Ishan Uday Scholarship
The main objectives of the Ishan Uday Scholarship are:
- To provide equal opportunities for higher education in the North Eastern Region.
- To increase the Gross Enrollment Ratio (GER) in the NER.
- To focus more on professional education in the region.
- To ensure the optimum utilization of the NER budget allocation.
The scholarship aims to offer 10,000 fresh scholarships each year, supporting students in general degree courses, technical and professional courses, including medical and paramedical courses.
Eligibility Criteria for Ishan Uday Scholarship
- Type of Educational Institutions: The scholarship is available for students enrolled in UG degree programs in:
- Universities/Colleges/Institutes under Section 2(f) of UGC Act, 1956.
- Deemed-to-be Universities under Section 3 of UGC Act, 1956.
- Institutes of National Importance and institutions recognized by other statutory councils.
- Class: The scholarship is for first-year UG degree students only. Students who have already completed a degree are not eligible.
- Course Type: The scholarship is available for integrated or dual degree programs only for the UG component.
- Mode of Study: Scholarship is available only for students enrolled in full-time, regular UG programs. Open, distance, correspondence, private, or part-time modes are not eligible.
- Family Income: The annual family income of the student’s parents must not exceed ₹4.5 lakh.
- Domicile: The student must have a valid domicile certificate from any state in the North Eastern Region.
Exclusions
Students who fall under the following categories are not eligible:
- Those pursuing courses through Open Universities.
- Students already receiving another scholarship for their undergraduate studies.
- Students admitted through the management quota.
- Students pursuing diploma courses (non-degree courses).
- Students whose parents’ income exceeds ₹4.5 lakh per annum.
How to Apply for Ishan Uday Scholarship?
- Visit the National Scholarship Portal: https://scholarships.gov.in
- New Registration:
- Go to the “Important Web Links” section and click on the “One-Time Registration” link.
- Register with your details (Aadhaar or Aadhaar Enrollment ID is required for registration).
- Login and Apply:
- After registration, click on “Online Application Form” and log in with your credentials.
- Fill in all necessary details and upload the required documents.
- Submit: After completing the application form, submit it and take a printout of your application for future reference.
One-Time Registration (OTR) is a 14-digit number issued based on your Aadhaar and is required for applying for scholarships through the National Scholarship Portal.

Selection Process of Ishan Uday Scholarship
The selection process of Ishan Uday Scholarship Scheme is based on following factors –
No of slots: 10,000 (ten thousand) fresh scholarships will be awarded every year.
Distribution of slots: Distribution of slots amongst the states of NER will be done on the basis of population census (last).
Lack of eligible candidates: If slots in a particular state remain vacant due to non-availability of eligible candidates, the unfilled slots will be distributed equitably amongst other states.
Reservation: Reservation for Persons with Disability (PwD) will be made as per Government of India norms.
